Haryana Cabinet on Thursday gave nod for framing the Haryana Private Coaching Institutes (Registration and Regulation) rules- 2026, aimed at providing a structured regulatory framework for the registration and functioning of private coaching institutes in the state.
The rules are being framed under the Haryana Registration and Regulation of Private Coaching Institutes Act, 2024, which provides for registration and regulation of private coaching institutes offering coaching for higher studies, jobs, professional courses and competitive examinations. The Act was in consonance with the January 2024 guidelines issued by the Union government, an official spokesperson said.
Under the approved framework, every existing private coaching institute as well as any institute intending to establish a new coaching centre will be required to apply for registration through the designated portal. A registration fee of ₹10,000 has been prescribed, payable electronically. The concerned authority will scrutinise applications within 30 days and, upon finding the application complete in all respects, issue a registration certificate valid for three years.
“The regulatory framework is intended to ensure that private coaching institutes operate in a transparent, accountable and student-friendly manner while providing the government with an effective mechanism to monitor their functioning and ensure compliance with the law,” said the spokesperson.

{{/usCountry}}Proposal cleared to set up masters varsity in Gurugram
The cabinet also gave approval to Haryana Private Universities (Amendment) Bill, 2026 for setting up “Masters Union University in Gurugram” by amending the Haryana Private Universities Act, 2006.
The proposed university will be established by Shanti Foundation Trust, Gurugram, a charitable, non-political, non-profit and non-sectarian trust working in the field of education, an official spokesperson said.
The university is proposed to be established on approximately 5.14 acres of contiguous land.
Startup policy supplement approved
A comprehensive supplement to the existing Haryana Startup Policy 2022, reserving 10% of its annual procurement for eligible Haryana startups, offering incentives for women led startups and introducing matching grants to attract private investment was also approved in the cabinet meeting.
Explaining the supplement, an official spokesperson said that to create more opportunities for startups in government procurement, the state government will reserve 10% of its annual departmental procurement for eligible Haryana-based startups. To promote private investment in startups, the government will provide co-investment or matching grants of up to ₹25 lakh for every ₹25 lakh raised from a private or angel investor under the seed fund matching provision.
Qualified doctors can now set up nursing homes on leased residential plots
The cabinet approved an amendment in the policy for setting up nursing homes in licensed residential colonies.
The cabinet nod is aimed at facilitating the expansion of health services in residential areas, enabling qualified doctors to set up nursing homes on residential plots taken on lease, in addition to plots owned by them, a spokesperson said.
The cabinet also approved a proposal to repeal the Haryana State Council for Physiotherapy (HSCP) Act, 2020 in view of the National Commission for Allied and Healthcare Professions (NCAHP) Act, 2021.
An official spokesperson said that physiotherapy professionals are expressively included in the schedule to the NCAHP Act, 2021 and the regulatory functions presently being performed by the HSCP are required to be aligned with and integrated into the statutory framework of the State allied and healthcare council.
World Bank funded program
The Council of Ministers on Thursday approved the World Bank-funded Water Secure Haryana Programme (WSHP) at an estimated cost of ₹5,714 crore. The integrated water-sector programme, designed to address groundwater depletion, irrigation efficiency, water availability and sustainable agricultural water use, is expected to directly benefit approximately 45 lakh people across the priority irrigation clusters. The programme comprises a World Bank loan of ₹4000 crore and a state government share of ₹1,714 crore.
The programme will cover 15 priority irrigation clusters, encompassing 48.94 lakh acres of irrigable command area, and will involve the irrigation and water resources department (I&WRD), micro irrigation and command area development authority (MICADA) and the agriculture department.
Amendment in urban areas rules
Amendments to the Haryana Development and Regulation of Urban Areas Rules, 1976, in accordance with the recommendations of the 45th Report of the Committee of Vidhan Sabha on Subordinate Legislation (2016-17) were also approved on Thursday.
An official spokesperson said the amendments seek to simplify and streamline various provisions relating to applications, scrutiny, communication of decisions and renewal of licences under the urban development regulatory framework.
Monsoon session of Haryana assembly from August 27
The monsoon session of Haryana Vidhan Sabha will start from August 27. This was stated by the chief minister Nayab Singh Saini after the council of ministers meeting on Thursday.
The CM said 12 agendas were placed before the cabinet, all of which were unanimously approved.
The CM said that the safety of students attending coaching centres is the government’s highest priority. In view of recent incidents, an effective policy has been formulated for coaching centres. He said that under the policy, registration of coaching centres will be mandatory. In addition, provisions have been made to ensure drinking water, fire safety, adequate seating arrangements and other necessary safety standards for students. Action will also be taken against institutions violating the prescribed rules, he said.
Waterlogging in Gurugram due
to exceptionally heavy rains
Regarding waterlogging in Gurugram, Saini said that the state has received exceptionally heavy rainfall this time, but the administration had already made the necessary preparations. He said that clear directions had been issued to officials to take immediate action in case of waterlogging. He said that the situation at several locations has improved considerably compared to earlier and the administration has taken effective measures for drainage.
