Allegedly harassed by an assistant sub-inspector (ASI) deputed at the Crime Investigation Agency staff-1, a 31-year-old man on Thursday tried to end his life by shooting himself with an illegal weapon in a car parked outside his house in Shaheed Baba Deep Singh Nagar.
Before shooting himself, he recorded a video message in his mobile phone in which he alleged that ASI has been threatening and harassing him.
The victim, identified as Kulwinder Singh, 31, who is a car dealer, has survived. He has been admitted to Dayanand Medical College and Hospital (DMCH), where his condition has been stated as critical.
An FIR was registered under Sections 336 (act endangering life or personal safety of others) of the Indian Penal Code and sections 25, 54 and 59 of Arms Act.
Kulwinder Singh is facing trial in three cases of assault lodged against him at police station Dugri and Division number 5. He was arrested and bailed out from jail two months ago.
Balwinder Singh, the victim’s father, who is a tailor, said they found him lying unconscious with a bullet in his head in his car parked near the house and rushed him to the hospital.
In the video message Kulwinder Singh alleged that the ASI, had been harassing him for the past many days, adding that he threatened to implicate him in the forged cases.

ACP, south Deep Kamal said the victim used an illegal weapon to shoot himself, following which a case was lodged against him. The video recorded by the man surfaced online on Friday.
“We received the video in which the man has been accusing an ASI of threatening him. An investigation was marked,” he added. Sub-inspector Harminder Singh, in-charge at CIA staff -1, said the ASI was deputed to a clerical post and had nothing to do with the raids and arrests.
He added that police had scanned his call details and he had no telephonic conversation with the victim. Notably, the victim had visited CIA staff in 2018 to join an investigation in a matter of illegal weapons.
The in-charge hinted at the possibility of someone using the ASI’s identity to threaten the victim.
