Pune: The Directorate of Higher Education (DHE) has directed universities and colleges across Maharashtra to complete approvals for teachers appointed on a clock-hour basis (CHB) by August 14, warning of action over delays.
In a circular issued on August 7, Higher Education director Shailendra Deolankar said several universities had failed to meet the July 31 deadline despite repeated directions, delaying teacher appointments and payments and potentially affecting students’ academic work.
Colleges have been directed to immediately submit approval proposals for CHB teachers appointed against no-objection certificates (NOCs) issued by divisional joint directors of higher education. Pending NOC cases must also be cleared without delay.
Universities have been asked to process proposals immediately and complete all pending approvals by August 14.
“The purpose of the prescribed timeline is to ensure that CHB teachers are appointed and join from the beginning of the academic year so that students do not suffer academically due to a shortage of teachers. Universities and colleges must therefore complete the approval and honorarium process within the revised deadline,” Deolankar said.
The DHE has also fixed responsibility for delays. If approvals remain pending after August 14, the concerned university registrar must initiate disciplinary action against responsible officials or employees.

{{/usCountry}}If a college delays submitting monthly honorarium bills after approval, the divisional joint director concerned has been directed to initiate action to withhold the principal’s salary. If payment is delayed at the divisional joint director’s level, disciplinary action will be proposed against the officer.
