Around 7.33 million names, accounting for 21.7% of the total 33.8 million electors, are likely to face deletion in the draft electoral roll following the special intensive revision (SIR) of electoral rolls in Telangana, chief electoral officer (CEO) C Sudharshan Reddy said on Tuesday.
The enumeration process under the SIR concluded on Monday and the draft rolls are likely to be published on August 17.
Of the 33,826,448 electors registered in the current rolls, enumeration was completed and digitised for 26,487,214, or 78.3% electors, the CEO said. “The enumeration forms of as many 7,339,234 electors, accounting for 21.70% could not be collected and uploaded,” Reddy added.
Hyderabad records lowest digitisation rate at 58.89%
According to data uploaded on the Telangana CEO website, Hyderabad recorded the lowest progress with only 58.89% of the total forms being digitised, while Yadadri-Bhuvanagiri district topped the state with 94.31% digitisation of forms.
Rangareddy and Medchal-Malkajgiri districts — adjacent to Hyderabad and accounting for 28 of the state’s 119 assembly constituencies — recorded 65.16% and 63.97% of enrolment, respectively, the data said. The two districts collectively are likely to see the total number of electors fall from around 11.4 million to 7.1 million after the completion of SIR, an official familiar with the matter said.
“This means that more than one out of every three electors included in the earlier electoral rolls is currently not reflected in the provisional figures,” the official said.

{{/usCountry}}According to the CEO, at least 4,518,961 electors have permanently shifted their residence and they have been categorised as migrants.
“These voters were found to be no longer residing at the addresses mentioned in the present electoral rolls. In several cases, field-level verification indicated that voters had moved permanently to other locations,” Reddy said.
Among other districts, Kamareddy recorded 89.61% enrolment, followed by Kumuram Bheem Asifabad 89.43%, Karimnagar 88.59%, Nirmal 87.89%, Rajanna-Sircilla 87.7%, Adilabad 86.46%, Nizamabad 85.28%, Peddapalli 83.69% and Mancherial 82.56%, according to the Election Commission of India (ECI) data.
SIR flags deceased, untraceable and duplicate voters
Booth-level officers (BLOs) also identified 922,230 electors as dead, 1,125,546 as untraceable and 670,203 as already enrolled in other places. Another 1,02,294 electors had not submitted their enumeration forms, the CEO said.
The SIR exercise also identified around 318,000 duplicate electors in possession of voter identity cards of more than one places. These duplicate entries are also likely to be removed from the draft rolls.
There has also been considerable variation among districts in the digitisation of around 6.1 million enumeration forms collected.
“Notices will be issued to such voters after draft rolls are published on August 17. Such voters will have an opportunity to appear before the Electoral Registration Officer (ERO) and establish their eligibility by producing any one of the identity documents specified by the Election Commission,” the CEO said.
Hyderabad constituencies face voter declines of over 40%
Of the 15 assembly constituencies in Hyderabad district, 10 have recorded a decline of more than 40% in the number of voters. In Rangareddy district, three of the eight constituencies have witnessed a reduction of over 40%. In Medchal-Malkajgiri district, Uppal has recorded a decline of 39.95% among the five constituencies in the district, according to the ECI data.
“After the draft electoral rolls are published on August 17, voters will be able to check whether their names have been included, whether there are errors in their personal details and whether their names have been correctly mapped to the respective polling stations,” the official cited above said.
After examining all claims, objections, applications and corrections, the final electoral rolls are scheduled to be published on October 19.
