The Punjab and Haryana high court has asked Punjab DGP whether a special investigation team (SIT) could be constituted in an FIR registered against a Kapurthala resident, who has levelled “frame-up” allegations against Bholath MLA and Akali leader Bibi Jagir Kaur and PCS officer TK Goel.

The high court bench of justice MMS Bedi also directed the trial court not to frame charges against the petitioner, George Subh, a Begowal resident in Bholath, who was booked in September 2015 for misusing his status as an SC on the basis of alleged wrong documents.

Subh had alleged in the court that since the he had got the FIR registered against Goyal, a joint secretary with state welfare department, and had also filed a petition against Jagir Kaur in order to “pressurise him to withdraw” his allegations, he had been booked in the criminal case.

The petitioner, who had sought a CBI probe, had stated that challan had not been presented in September 2015 FIR against him and the investigation was still pending. The high court did not stay the investigation into the FIR as prayed for by him though directed trial court that in case challan was presented against him, the trial court would not frame charges in the case.

The FIR was lodged against Goel for allegedly taking bribe of `50,000 for “helping” Subh get an SC certificate. The petition says Subh had approached the HC alleging encroachment on prime commercial land by Jagir Kaur in connivance with authorities in Begowal.
