Researchers said that the country's R-value, which reflects how quickly the virus is spreading, rose to nearly 1.2 in the second half of August, mainly driven by a surge in states in Kerala and Maharashtra. Despite a rise in cases, Kerala chief minister Pinarayi Vijayan ruled out a full lockdown citing its impact on the economy.
