India's First Secretary Raghoo Puri challenged what he described as factual inaccuracies in reports by UN Special Rapporteurs during a General Assembly Third Committee dialogue on human rights and counterterrorism. Puri highlighted Dawood Ibrahim's alleged links to terrorism, stating that he has been wanted in India over terror attacks since 1993. He referred to the UN's 1267 sanctions mechanism and questioned how reports portrayed the leader of D-Company. Puri also criticised Pakistan's statement, calling it propaganda for political gains. He stressed that human rights frameworks must not become a refuge for terrorism, radicalisation or extremism, declaring that terrorism can never be justified.
