Tehran called the attacks a breach of both the ceasefire memorandum and the U.N. Charter, while the I.R.G.C. warned that any further violations would trigger an even stronger military response. Washington, however, said the strikes were carried out in retaliation for an Iranian drone attack on a commercial tanker near the Strait of Hormuz, highlighting the growing strain on the fragile truce.
