Pakistan has shifted its tactics to incite unrest in Jammu and Kashmir by sending terrorists who are highly trained and armed. Instead of deploying terrorists in the Kashmir valley to attack civilians and minorities, Pakistan is now utilising them to launch guerilla attacks against security convoys, camps, and patrols.
