Quraishi believes that the charge by India's opposition parties and certain former bureaucrats that the country poll panel favours ruling party has a merit, citing the case of Ashok Lavasa over the violation of model code conduct. Quraishi said that the poll panel's inaction over certain poll code violations does raise questions over its non-partisan functioning and that pains him personally. The former Chief Election Commissioner said that not only the poll panel and other institutions like the Supreme Court should be strong and independent but they should appear so by their actions.
