EU foreign policy chief Kaja Kallas warned against pressuring Ukraine to surrender territory during remarks in Montreal on October 30. She argued that divisions between Washington and Europe benefited Vladimir Putin and called for greater pressure on Russia. Canadian Foreign Minister Anita Anand urged a Black Sea ceasefire, protection of Ukraine’s territorial integrity and the return of prisoners, civilian detainees and children.
