Russian President Vladimir Putin and Chechen strongman Ramzan Kadyrov released new video footage on Sunday in a bid to quash speculation about his ill health. Wearing a raincoat, Ramzan can be seen smiling and taking a stroll. He also recommended everyone practice sports.
