Zelensky's too little, too late move after Ukraine left in cold, dark as Russia bombs power grid?

Zelensky announces a “new approach” to using mobile fire groups, drones, interceptors and other small air-defense systems, including appointing Pavlo “Lazar” Ilizarov as a new deputy air force commander to help redesign the entire low-level air-defense architecture. He says the government will introduce extra monthly payments for repair crews working in extreme conditions to quickly restore power and heating, especially in hard-hit regions like Kharkiv, Zaporizhzhia, Dnipro, Chernihiv, Sumy, Odesa and Kyiv, and stresses that Russia has prepared a major strike, so readiness and rapid response to air alarms are critical.
