Gurugram revises collector rates; up to 75% hike in key sectors

Gurugram's new collector rates for 2026-27, effective April 1, show a 15%-30% increase, with some areas rising up to 75%, promoting real estate growth.

New collector rates for the financial year 2026–27 came into effect on April 1, with the district administration announcing a revision across residential, agricultural and commercial land categories.

Deputy commissioner Ajay Kumar issued directions to sub-divisional and revenue officials on implementation and compliance in a meeting held on Thursday at the Mini Secretariat.

The revision is expected to have a direct impact on property transactions, as higher collector rates increase the minimum value at which properties can be registered, thereby raising stamp duty and registration costs for buyers. While this may lead to a short-term slowdown in registrations, especially in price-sensitive segments, experts said it is unlikely to significantly impact actual market prices in high-demand areas where transactions are already happening above circle rates.

Officials said the revised rates reflect an average increase of 15% to 30% across residential, agricultural and commercial categories, depending on location and development parameters such as proximity to highways, metro connectivity, and availability of civic infrastructure. However, around 51% of the district area has seen no change in rates, particularly in relatively stable or less-developed zones.

Collector rates, also known as circle rates, are the minimum property values notified by the government for the purpose of registration of land and property transactions. These rates ensure that properties are not undervalued during transactions, thereby preventing revenue loss to the government and maintaining transparency in the real estate market.

The DC said collector rates serve as a critical benchmark for property transactions, ensuring transparency and revenue generation. “The revision process involves detailed surveys, market research and assessment of local conditions by the valuation committee, followed by approvals from the revenue department and the state government,” he said.

Areas witnessing rapid urbanisation and higher demand have been prioritised for steeper revisions, while stable zones have remained unchanged to avoid unnecessary burden on buyers, officials added.

Real estate experts said the move would rationalise transaction values and bring them closer to prevailing market rates. Rajan Yadav, Director, Roots Developers said, “The proposed circle rate revision is a timely step toward aligning official valuations with market realities. It will enhance transparency, boost buyer confidence, and support more sustainable growth in Gurugram’s real estate sector, especially in emerging corridors like Dwarka Expressway. We believe this move will also help streamline transactions, reduce speculative practices, and create a more balanced and credible ecosystem for both developers and homebuyers.”

Robin Mangla, President, M3M India, said, "The proposed revision in circle rates is a necessary step in calibrating notified values closer to the realities of the market. The hike will inevitably result in increased transactional costs for buyers in the near term, particularly along high-growth corridors. However, this calibration will eventually contribute significantly towards fortifying the market with transparency, while also reducing the scope of undervalued registrations. Buyers and Investors would do well to factor in these revised rates into their transaction planning. Since the fundamentals driving demand in Gurugram remain robust, the market is capable of absorbing these adjustments steadily."

Yashank Wason, managing director, Royal Green Realty said, "It will promote more sustainable growth in Gurugram’s real estate sector, especially in emerging corridors like Dwarka Expressway, Golf Course Extension Road etc. This measure will also facilitate transactions, reduce speculative activities, and create a more reputable and balanced ecosystem for both developers and homebuyers."

The DC directed all revenue officials to widely publicise the new rates and ensure strict compliance during property registrations. “Any irregularity must be dealt with promptly,” he added.
