A Bahujan Samaj Party (BSP) candidate who unsuccessfully contested the 2008 Delhi Assembly polls was arrested under the stringent Maharashtra Control of Organised Criminal Act (MCOCA) — an anti organised crime act— on Tuesday.

Haji Afzal (34) has 22 cases of crimes registered against him in northeast Delhi, police said.
Afzal had unsuccessfully contested the 2007 municipal elections as well on a BSP ticket from Seelampur area.
The police said his brother is allegedly a part of drug peddling racket and is involved in over 16 criminal cases.
“We had sent a proposal to book him under MCOCA as he had more than 20 cases registered against him. The proposal was given a go ahead and he was arrested on Tuesday from Seelampur area,” said S.S. Yadav, deputy commissioner of police (northeast).
Police said he was wanted in cases of attempt to murder, arson, rioting, assault on public servants and others.
“He would not be entitled for any bail for the next six months. We have enough evidence against him,” said the officer.
