Cabinet Secretary K M Chandrasekhar on Tuesday described improving the performance of government agencies as a key challenge, emphasising that extra effort spent on improving government efficiency was likely to be more beneficial on the margins than spending it on a programme that doesn’t work effectively.

Chandrasekhar was addressing a two-day Saarc workshop on government performance management.
The cabinet secretary had recently started implementing the performance monitoring and evaluation system at the Centre that generated interest among south Asian countries, leading to the workshop.
Chandrasekhar said the system tried to address three points. They were, he said, the objectives of the government for the year, actions proposed to achieve these objectives and the ability to determine the progress in implementing these actions.
The Results-Framework Document that 40 ministries have had to prepare, captured these points.
Asking policy makers from Bangladesh, Bhutan, Maldives, Nepal, Pakistan, Sri Lanka and Afghanistan to learn from each other on improving performance, he said, “We seek to create a government that not only does the right things but does them right, that is more efficiently and effectively.”
“In the increasingly globalised world, government effectiveness is the key determinant of a country’s competitive advantage,” he said.
