Nikolai Patrushev, secretary of Russia’s Security Council, made a big statement on the Moscow attack. Patrushev, who is a close ally of President Vladimir Putin, said on Tuesday that Ukraine was “of course” behind the Moscow attack, in which over 130 people were killed. News outlet Shot published a video of a fleeting exchange in which a reporter asked Patrushev, “ISIS or Ukraine?” as he walked past. Patrushev replied, "Of course, Ukraine." Russian President Vladimir Putin has acknowledged that "radical Islamists" carried out the Moscow attack. But he has repeated his claim that they had some kind of link to Ukraine and the West.
