Pandey was caught in Bihar on Tuesday night. “Pandey is an accused in three separate cases registered in Madhya Pradesh. He is expected to reach here (Bhopal) by Wednesday late evening,” said an STF official.

“He is wanted in leaking two PSC question papers viz. that of preliminary exam 2012 and mains 2012, apart from Ayurvedic Medical Officers (AMO) recruitment examination that was conducted by PSC,” he added.

Pandey's father is a government schoolteacher in Bihar.

Pandey, 44, had been absconding, but was nabbed from his hometown Gaya in Bihar.

He has cases of paper leak registered against him in five states, Rajasthan, Madhya Pradesh, Chhattisgarh, Delhi and Uttar Pradesh.

Modus Operandi

The modus operandi of Pandey's gang was to get paper leaked from the printing press through the contacts in the press. Also, the gang has middle-men in different states who brought candidates to a particular city where they were given the leaked question paper. While other members of his gang were arrested, he had been at large.

Dreamt of being a politician

Pandey harboured dreams of being a politician. He lives and acts like a politician to such an extent that he is commonly addressed as Vidhayakji at his native place, Chaubar, a town in Gaya district. He apparently wanted to contest the upcoming elections in Bihar too, sources add.
