Almost a decade after its inception, Wembley Cooperative House Building Society in Sector 91, SAS Nagar, is yet to see the light of day, leaving its allottees in the lurch.
Facing charges of embezzling Rs 12 crore, the entire management is on the run. Meanwhile, police have begun proclaimed offender proceeding against accused.
It was in October last year, when a case was registered against, Jaswinder Singh, executive engineer, irrigation department, Punjab, his son Savdeep Singh, who is president of the society, Victor Singh, secretary of society and Sukhdev Singh, manager of society.
Ravinder Kaur, wife of Victor Singh, Balkar Singh, Kunwar Deep, Ramla Goyal and Bhupinder Singh, members of Transway Infrastructure Private Limited that was awarded the contract for the housing society were also booked.
Later in January 2015, the SAS Nagar district courts issued arrest warrants against all accused. Yet, not one has been arrested two months on.
The case was registered under sections 420 (cheating), 409 (criminal breach of trust by public servant or by banker, merchant or agent), 465 (forgery), 467 (forgery of valuable security, will), 468 (forgery for purpose of cheating), 471 (Using as genuine a forged document or electronic record), 167 (public servant framing an incorrect document with intent) and 120-B (criminal conspiracy).

{{/usCountry}}As per the FIR, the society's management committee allegedly committed a fraud of Rs 12 crore through incomplete audit, misappropriation of funds of allottees, showing the loss of unnecessary amount, illegal tampering with record of society and violation of bylaws.
The accused Jaswinder Singh and Balkar Singh had allegedly made a shell construction company and transferred the money of allottees through construction bills to this firm.
When contacted, investigating officer Jagir Singh said they had started proclaimed offender proceeding against all accused.
An allottee of the society, Manjit Kaur said, "We have requested the authorities concerned to appoint an administrator of the society, so that the allottees can get possession of the flats. Most of the members have paid full amount and still not got possession. Surprisingly, the society is charging interest from allottees who have not cleared the dues, even as the flats' construction is not complete."
The Wembley Cooperative House Building Society project began in 2005, and construction started in 2006. The society had assured the applicants that possession would be given in 2009, but till date out of the 250 members only 50 have got possession.
