Irked over the non-issuance of no-objection certificates (NOC) against plots in unauthorised colonies and lodging of FIRs against colonisers despite having applied for regularisation, Land Dealers and Colonisers Association, Punjab, staged a protest against the state government outside the sub-registrar’s office (East) in Transport Nagar on Monday.
They demanded that the government should regularise the colonies developed across the state till date on ‘As is where is’ basis. “Further, NOCs should be issued and FIRs lodged against colonisers should be cancelled,” they said, adding that the state government should constitute a board to revive the real estate sector in the state.
The association submitted a 14-point memorandum, addressed to chief minister Bhagwant Mann, with the office of sub-registrar.
The colonisers rued that the government departments, including GLADA, MC, have stopped issuing NOCs against the plots even when the regularisation policy floated by the state government in 2018 allowed the individual plot holder to apply for regularisation. Now, the authorities are claiming that NOC would be issued only in regularised colonies, they said.
President of the association Gurdeep Singh Mundian said, “ The government has pushed the real estate sector into recession as no plot can be sold or purchased without NOC. Further, FIRs are being lodged against the colonisers even if they had applied for regularisation in the past.”

{{/usCountry}}“ The government should take a final decision on the issue and should issue the NOCs without imposing any conditions. The public is also being harassed by this decision of the government as they are not even being able to get power connection for their plots/houses,” Mundian said.
The members of the association further said they would raise an agitation outside the office of deputy commissioner on Wednesday. If the government did not pay heed to the issue, then state-wide agitation would be raised in the coming days, they added.
Former MLA Ranjit Singh Dhillon, among other leaders, extended support to the protesting colonisers.
As per the information, thousands of illegal colonies have been established across the state in the past, During his recent visit to the city, local bodies minister Inderbir Singh Nijjar said the government would float policy for the regularisation of unauthorised colonies within a month.
Colonisers submit memorandum with minister Aman Arora
Highlighting similar issues, another section of colonisers, under the banner of Punjab Colonisers and Property Dealers’ Association, submitted a memorandum with housing and urban development minister Aman Arora in Sunam (Sangrur) on Monday. The association had on July 24 announced to raise state-wide agitation against the state government if it failed to find a solution for the problem by July 27. They have announced a protest rally in Ludhiana on July 28.
