The expert committee formed to look into the issue of construction of the fourth floor on residential plots on Thursday sought information on plots from chief town planners of Haryana Shahari Vikas Pradhikaran (HSVP), Haryana State Industrial & Infrastructure Development Corporation (HSIIDC), urban local bodies department and senior town planners of district town and country planning department.

The department of town and country planning (DTCP) on February 23 had put on hold all applications seeking permission to construct four floors on residential plots, and later on March 16, the department formed a five-member committee to look into the contentious issue of construction of stilt plus four floors in plotted colonies in the state.

The committee has also directed these departments to map the details of plots on sectoral plans, and layout plans and submit the same by March 31.

Sanjay Kumar, senior town planner (B&V), DTCP, Chandigarh, on March 22 wrote to HSIIDC and the state and urban local bodies to provide detailed information.

“The expert committee has decided to seek information on construction of stilt plus four floors on residential plots in the state of Haryana,” the letter by Kumar said, urging departments concerned to share detailed information in the prescribed format to the committee by March 31.

The panel has also sought information on the status of construction, date of grant of occupancy certificate, whether occupancy certificate has been granted for stilt plus four floors or ground plus three floors besides details on the amount of augmentation charges received for higher FAR, whether the plot is part of a licensed colony or falls under the jurisdiction of a state agency.

The committee has also asked the HSVP to provide a compiled status of plots auctioned by HSVP, including status of purchasable FAR. It will also provide details of district and local development plans, total number of plots auctioned by HSVP, including the rates of purchasable FAR.

“The committee is seeking this information to compile data, which will be analysed to look into all aspects of the fourth floor policy. The government has put on hold the fourth floor policy because there were questions regarding lack of adequate infrastructure in residential colonies,” said a senior DTCP official, asking not to be named.

The special committee on March 20 also sought suggestions and objections from residents and stakeholders on the policy, and the feedback can be submitted till April six.
