Around 11 private consultancy firms are in the race to prepare the preliminary survey for the proposed Vidhan Sabha project on the land that once housed Subrata Roy’s famed Sahara Shahar in Lucknow’s Gomti Nagar area. The Lucknow Development Authority (LDA) has begun scrutinising applications to select the consultant that will prepare the project’s blueprint.
The preliminary survey will assess the site’s layout, architectural planning, parking requirements, traffic circulation and other structural parameters. Based on the survey findings and the selected consultant’s presentation, the Detailed Project Report (DPR), project estimate and overall development plan will be prepared.
Senior LDA officials, speaking on condition of anonymity, said the authority is evaluating the credentials of the participating firms, which will make presentations before senior officials as part of the selection process. Following the evaluation, the authority will prepare two shortlisted panels comprising the top five and top three consultants.
The shortlisted names will then be forwarded to the Uttar Pradesh government, which will take the final decision on appointing the consultant. Officials said the exercise marks the first formal stage in planning the proposed legislative complex.
The proposed Vidhan Sabha building is planned on nearly 170 acres of the Sahara Shahar land in Gomti Nagar, with around 40 acres earmarked as a green belt. The site was identified after discussions on expanding the state’s legislative infrastructure gained momentum in recent months.

Besides the legislative complex, the project is proposed to include administrative offices and supporting civic infrastructure.
The selected consultant will play a key role in determining the project’s feasibility, land utilisation pattern and infrastructure requirements before the government proceeds to the next stage of planning. Officials said the survey report and DPR will serve as the blueprint for the proposed legislative and administrative hub.
Once the state government finalises the consultant, the survey is expected to begin, paving the way for detailed planning of the proposed Vidhan Sabha building.
