Going by early indications, the Big Three — India, England and Australia — seem to have a fight in their hands getting the draft proposal approved by the ICC’s executive board.
The BCCI is used to throwing its financial weight around and this time they have Australia and England on their side. But for the first time, the smaller Full Time member nations are showing some spine and three of them have openly raised objection to the new draft proposal which wrests considerable power to the BCCI, England and Wales Cricket Board and Cricket Australia.
Following the leads of South African and Pakistan, Sri Lanka on Thursday put out a statement on their official site saying that the ‘Position Paper needs to be deferred and re-considered’.
The BCCI is confident though of getting its way. In what can be seen as dangling of the carrot, the press release specifically mentioned discussing bilateral series against Pakistan. "The BCCI also authorised its office-bearers to discuss bilateral matches with other Full Members (including Pakistan) and sign formal Future Tours Programme agreements," it said.

He had to miss the Emergent Working Committee meeting on Thursday due to the demise of his mother, but the presentation on the draft proposal made by secretary Sanjay Patel and IPL chief executive Sundar Raman got thumbs up from all the members present.

In some cases, it’s been one match in 3-4 years. With more home games, the BCCI will be able to distribute matches better. "BCCI will pitch for more ICC events and are going to play England and Australia more, for more revenue," said a member.
