Kamal Nath, the UD minister, has recently written to the DDA to expedite the process. According to sources, Nath has asked the DDA to give an estimate of the loss to the exchequer caused due to the delay in allotment of flats.

Emaar-MGF, the developer of the village, has managed to sell its share of 445 flats but is yet to hand over their possession to buyers. But DDA, which has the remaining share of 743 flats, has failed to even hold an auction.

The process is stuck due to the absence of completion certificate. The Delhi Urban Arts Commission — the agency that has to grant the certificate — has refused to do so on the ground that the buildings violate the permitted Floor Area Ratio (FAR).

DDA has recommended that the ministry should regularise the excess FAR after taking an upfront payment from the developer for the violation. The UD ministry is yet to decide on the recommendation given by DDA. On Tuesday, the Delhi High Court had also given the UD ministry a month’s time to make its stand clear on the issue.

The court has also directed the ministry to tack a final call on the issue of granting completion certificate to the flats.
