The union government on Thursday told the Delhi high court that it is facilitating a second autopsy on late IFS officer Mukul Arya, who was found dead in suspicious circumstances at his official residence in Ramallah, Palestine on March 3.
Central government counsel Anurag Alhuwalia told Justice Rajnish Bhatnagar Alhuwalia that the Ministry of External Affairs (MEA) is facilitating the autopsy to be conducted at AIIMS as desired by the family of the deceased.
The submission was made while hearing a plea by the mother of the 37-year-old bureaucrat seeking a second post mortem and autopsy on her son who was serving as the Ambassador of Republic of India in Palestine.
The plea by the mother, Roshan Lata Arya, has claimed that even though the Ministry of Justice, Forensic Pathology, State of Palestine issued a Declaration of Death/ Post Mortem report citing the cause of death as “Myocardial Infarction”, she was not satisfied with the findings.
The petition had also sought directions to immediately constitute a panel of doctors of the All India Institute of Medical Sciences (AIIMS), Delhi for conducting the post mortem and autopsy on the deceased, and submit a report before the court within a stipulated period of time.
During the proceedings, senior advocate Sidharth Luthra urged the court to allow the family members to attend the post mortem at AIIMS.

{{/usCountry}}Noting the submissions, the court disposed of the matter with a direction to videograph the process of autopsy.
“Autopsy to be videographed…Petition disposed off with liberty to approach the court again if they are not satisfied,” the judge noted in the order.
The petition was urgently mentioned before a bench of Justices Vipin Sanghi and Dinesh Kumar Sharma, which allowed it to be heard on Thursday itself by Justice Bhatnagar.
