"The Congress is not opposed to setting up AIIMS in Kashmir. But, the two regions have different geographical regions and needs, so it be established in Jammu also," said Babbar.

He said the BJP government is trying to strengthen the ultra-rightist forces among all the communities and it seems that controversy has been deliberately generated to vitiate the peaceful atmosphere in the state.

Babbar said J&K has suffered most since the formation of the BJP government at Centre as the incidents of firing along the border have increased and many people lost their lives.

"The PM talked about 56-inch chest to take on Pakistan, but here hardline separatist Masarat Alam was released," he said. Babbar said the expenditure on health sector in the Modi government has come down to one percent of the GDP.
