Shimla's fashionable Mall is a street in the heart of the resort town that is hugely popular with holidaymakers and locals. No motor vehicles are allowed on the street.
Before independence, Shimla served as the summer capital of British India.
"We have placed men at several places on the Mall to keep an eye on those spitting and dirtying the street," said Shimla Municipal Corporation assistant commissioner OP Kant.
