The Mittal group said it was surprised at the leakage.

The paper described the plan as extremely succinct, adding that the document does not specify the consequences of the acquisition for each country. A Mittal spokesman said, "What we have sent to the relevant governments was only ever the executive summary of the industrial plan. We would like to have meetings with these governments to discuss the plan in greater details and are in the process of setting these up."

The fact is that the plan is a direct response to Arcelor's rejection of the Mittal bid. Ironically, the publication comes after Guy Dolle accused Mittal of provoking political outcry by meeting politicians.

Apparently it's another salvo at the bid.
