"We (governments) have not looked into many of the genuine problems of the tribals and poor for long and this might have helped the Naxals in their designs," Munda told reporters after he moved to the Chief Minister's Official Residence in Ranchi.

"The naxal problem is a serious problem and it cannot be solved in parts. We have to look into the problem from both the humanitarian as well as the terror angle," he said.

Munda said believed that the menace can be "tackled only through a holistic approach rather than bush beating."

He said that his government is committed to establish the rule of law in the state and to reach to the poorest sections.

Unless a democratic government fulfills the aspirations of the last man in the society, it is not considered to be successful.

Asked about the prospects of BJP-JD(U) combine in Bihar assembly elections, Munda said the people of Bihar are in favour of a government, which can provide them development and employment and the coalition has been successful in doing so in the last five years.

"This is the reason the people are behind the coalition and it will win the elections," he said.
