Haryana chief minister Bhupinder Singh Hooda said dream of the ancestors of having such legislators who would raise people's concern in the assembly could only be realised if qualitative legislators represent their constituencies.
Hooda was addressing a function after conferring the Best Legislator Award upon parliamentary affairs minister Randeep Singh Surjewala here yesterday. The award carries Rs 1 lakh in cash, a shawl and a citation.
Congratulating Surjewala, Hooda said it was a unique initiative which would also instil a sense of
responsibility and discipline among other legislators and would also encourage them to perform better by raising various issues concerning the welfare of the people.
He also appreciated Speaker Kuldeep Sharma for introducing such a pioneer concept of Best Legislator Award.
Hooda said the aim of democratic system and setting up of Vidhan Sabha, Vidhan Parishad, and Parliament was to discuss public issues, form policies and programmes for the benefit of people and enact laws with the consent of all the parties, thus strengthening the democratic system of the country.
Describing Surjewala as the best legislator, Hooda said Surjewala always maintained sanctity of the house and always came to the House with complete home work.

Speaking on the occasion, Sharma said the best legislator award would be given to a legislator only once so that other legislators might get the opportunity to get this award.
He said decision to honour Surjewala was taken unanimously by the committee and added that this award
would establish a healthy parliamentary tradition.
Surjewala thanked the committee for electing him for this prestigious award and said that he would give the award money of Rs 1 lakh to outstanding students of five universities in the state.
It was necessary that the elected representatives instil the faith of the people by raising issues of public interest in the assembly rather than politicising the issues, he added.
He said under the able guidance of Hooda, he had always tried to discharge his responsibility by maintaining proper coordination between the House and the government.
He said he had learnt a lot from Hooda and hoped that under his guidance the democratic system would be
further strengthened.
