The state unit of Communist Party of India (Marxist) (CPM) has appealed urban development minister Sudhir Sharma to reconsider the decision for creating green zones arbitrarily.
The party has instead urged for evolving a 'Master Plan', which the town requires desperately.
CPIM member of state secretariat Tikender Singh Panwar, who is also deputy mayor of Shimla Municipal Corporation, has stated in response to the statement of Sharma that has appeared in media on Wednesday to increase the green planning zones in Shimla town from over a score to more than 5 scores.
In a written communiqué, Panwar said the town was one of the oldest planned settlements of the British Raj that was meant for a population of nearly 30 thousand.
"In the present scenario, the population of Shimla has crossed two lakh. The town planning department has been set up and amendments have been brought in bylaws of Shimla Municipal Corporation and an interim development plan (IDP) for Shimla town was also made in late 70s, he added."
It was the IDP that still guides the town planning in the city with some interventions by the successive governments for demarcating areas as core, green and open, he added.
"This, I believe, has been done in the most arbitrary manner and no scientific basis has been laid to create such areas. I once again reiterate that the areas have been most arbitrarily demarcated into these zones. It is in this background that I request you to look into the matter," said Tikender.

{{/usCountry}}He recommended for the need of a scientific study of the town and this study must cater to the hilly domain of the town and also must keep in mind the kind of strata and topography prevalent in the city.
