The U.S. says it has issued a temporary 30‑day waiver allowing Indian refiners to buy certain Russian oil cargoes already “stranded at sea,” with Treasury Secretary Scott Bessent framing it as a stop-gap to keep oil flowing amid the Iran war’s spillover and Hormuz-linked disruption fears.
