Union Finance Minister Arun Jaitley on Monday presented his third general budget — he steered clear of populism and balanced the key priorities of investment, growth and jobs. The budget, that clearly eyes reforms, spells out plans for creating jobs, building infrastructure, simplifying tax rules and creating a climate for small businesses and start-ups to flourish. The largely pro-poor budget also sought to arrest the decline of farm sector, which provides jobs to half of the country's population and has been dragging down the economy.So, can this #Budget2016 be termed a success?
