The deputy chairman of the Russian Security Council, Dmitry Medvedev, has warned NATO members against attacking Russia. Responding to the recent statement of Estonia’s top general about “preemptive” strikes on Russia, Medvedev said small NATO members who dream about attacking Russia should know Article 5 is not effective against tactical nuclear weapons. He also said, "People should take into account only one thing—Russia's tactical nuclear weapons."
