Authorities do not view the video as increasing the existing terror threat facing the nation, but officials remain on alert. The latest video was released on Thursday and is believed to feature the voice of Bekkay Harrach, who uses the pseudonym Abu Talha and also issued the last video. In all three he speaks in German.
Harrach's previous two videos issued threats linked to German troops' presence in Afghanistan and Sunday's election.
