Issuing orders for designating 11 courts in Haryana and eight in Punjab as fast-track courts for speedy trial of heinous crimes against women, the chief justice of the Punjab and Haryana high court has directed all district and sessions judges in both states as well as Chandigarh to conduct proceedings in such pending cases on a day-to-day basis.
Orders specifying the location of these fast-track courts are yet to be issued.
Also, with a view to set up special courts to put cases involving heinous crimes against women on the fast track, chief justice Arjan Kumar Sikri has taken up the case with respective state governments for sanctioning 21 posts of superior judicial service in Haryana and 20 in Punjab.
The chief justice also issued directions to all district and sessions judges under his jurisdiction to monitor completion of commitment proceedings (challan) within 10 days of the receipt of the final report. Further, to sensitise all stakeholders in such cases, the district and sessions judges have been directed to conduct meetings with judicial officers, public prosecutors, police officials and members of bar associations.
The high court had issued directions on October 15 last year for putting such cases of crimes against women on the fast track - a couple of months before the Delhi gangrape-murder. As a result of compliance of the high court orders, of the total number of 1,830 pending cases, 204 have been disposed of in Haryana, Punjab and Chandigarh.
