Besides creating two additional seats, Panjab University (PU), Chandigarh, has decided to relax eligibility by 10 % marks for students from Jammu and Kashmir (J&K) educational institutions in all recognised higher education institutions of the university.
The decision was taken at the PU syndicate meeting on Monday. The decision was taken following a letter from University Grants Commission (UGC) in which, as a part of the special scholarship scheme for J&K, UGC had requested all the universities of the country to create two seats under supernumerary quota.
The syndicate also approved relaxation and concessions to J&K students in admission to PU from the next session.
The ministry of human resource development (MHRD) has proposed concessions to children of Kashmiri migrants for admissions to educational institutions in other parts of the country. This includes relaxation in cut-off percentage up to 10% subject to minimum eligibility requirement, increase in intake capacity of 5% per course and reservation of at least one seat in merit quota in technical/professional institutions and waiving off domicile requirements.
In addition, the Syndicate also approved the proposal to adopt a dual model of admission to bachelors in dental surgery (BDS) at PU's Dr Harvansh Singh Judge Institute of Dental Sciences. It would be based on All India Pre Medical Test (AIPMT) score and alongside, the university would also hold its own entrance test for admission to the seats remaining after exhausting the merit list of the AIPMT.

The syndicate opined to have legal take on the creation of seats for rural and border area students. Some of the members were of the view that there were high court and Supreme Court orders against giving reservation on the basis of rural area. Also, some members had different opinions on definition of border areas.
Senators Dr SS Sangha and Varinder Singh had proposed a resolution last year for reservation of seats. After that a committee was formed under Prof Naval Kishore, dean college development council (DCDC) where the then director, higher education, Chandigarh administration, Sandeep Hans was also a member along with Sangha and Varinder Singh. The committee resolved that that two additional seats for rural area students and one additional seat for border area students, respectively be created over and above the sanctioned seats in all the under graduate/post graduate courses offered by teaching departments of PU, constituent colleges, regional centres and its affiliated colleges.
Also, the syndicate has approved the selection of chief vigilance officer for the first time. Sanjay Sood has been appointed on the post.
