The Haryana government will introduce two Bills in the upcoming assembly session to do away with the requirement of a municipal trade licence for meat shops and slaughterhouses.

Officials said these establishments are already regulated by the food and drugs administration (FDA) department. The move aims to eliminate duplication in the licensing process, reduce regulatory burden on businesses and promote ease of doing business, they said.
The council of ministers had in June approved promulgation of Haryana Municipal Corporation (amendment) Ordinance, and Haryana Municipal Act ordinance for removal of provisions relating to dual licensing in compliance with the directions of Central government’s deregulation cell. The cell had advocated the elimination of dual licences in the public interest. The Bills will replace the two ordinances.
The Haryana Municipal (amendment) Bill, 2026 and Haryana Municipal Corporation (amendment) Bill, 2026 seek to remove the licensing requirement under the Haryana Municipal Act, 1973 and the Haryana Municipal Corporation Act, 1994 respectively. Both amendments have been given retrospective effect from June 26, 2026.The state government said the urban local bodies (ULBs) department was directed by the chief secretary to examine removing the trade licence requirement for slaughterhouses and meat shops as similar activities are already regulated by the FDA.
