Govt imposes EWS rule on New Delhi’s playschools and crèches

Playschools and crèches in the Capital that run on Delhi Development Authority (DDA) or government land will now have to reserve 25% seats for students from the Economically Weaker Section (EWS).

The government issued the notification on Sunday in compliance with the Delhi High Court judgement on the petition filed by an NGO, Justice for All.

“Every nursery school/playschool/crèche shall notify the total number of its seats of the school viz-a-viz the number of seats reserved for EWS section of the society and notice board,” the government circular noted.

Similar to the provisions of EWS in nursery classes, the rules would be similar for playschools, where they cannot charge any registration fee or admission fee. If the number of application exceeds the number of seats reserved, the admission would be decided as per draw of lots in front of the parents.

If playschools do not adhere to the order, the matter would be taken to the DDA or the land owning agency for cancellation of the lease.

“The government has finally implemented the decision and it is a welcome step. There are several implications importantly it will create level playing field for the students. Now even the EWS children will have same knowledge as others before they enter nursery classes,” said advocate Khagesh Jha, of Justice for All.

This will also help construction workers and others to make use of the crèche facilities. They had to take their children to their place of work.
