The assembly witnessed noisy scenes and two adjournments on Tuesday as the Opposition Peoples Democratic Party (PDP) stressed the need to debate allocation of health centres and setting up of Dehi adalats in rural areas.
The communal tension in Jammu also dominated the session. The house was first adjourned in the morning, when Opposition PDP members came in the well demanding a discussion on healthcare infrastructure in state.
The Opposition legislators were unhappy when they stressed on the need to ask supplementary questions related to healthcare.
However, initially, the speaker did not allow them the same for "shortage of time". Later, a discussion was allowed on the same, where the PDP accused the government of "cherry picking places to set up health centres with an eye on vote bank".
The speaker adjourned the house again, when the PDP members remained adamant once again not to take back the amendments about a bill moved by law and parliamentary minister Mir Saifullah. The bill was about establishing Dehi Adalats in rural area.
Panthers Party chief Harshdev Singh, while supporting the PDP, said: "The speaker surely had to go for voting on the bill, but as the treasury benches were empty by one or the other reasons, the bill was sure to get failed, which meant the collapse of the government."

The speaker directed the government to come with a detailed statement about the issue later in the house.
