The state Cabinet on Tuesday decided to revive Kanya Vidya Dhan Yojana, which was shelved during previous Mayawati government. The state government has already made allocation of Rs 439.34 crore for Kanya Vidya Dhan scheme under the current fiscal year.
Moreover the Cabinet also approved proposal to take out UP Lokayukta from the purview of Right to Information (RTI) act. The government has also renamed Kanshi Ram Urdu-Arabi-Farsi University as Khwaja Moinuddin Chishti Urdu-Arabi-Farsi University.
The scheme was first launched during regime of Mulayam Singh Yadav in 2004 in which one time payment of Rs 20,000 was made to high school passed girls of below poverty line to pursue their higher education. The state government has now increased the amount from Rs 20,000 to Rs 30,000 and would be given to intermediate passed girl students. The beneficiaries would be girls from Dalit, backward class, religious minorities and poor from upper castes.
It was one of the important schemes during Mulayam Singh regime doling out cash to girl students in the state. However last time the scheme was mired in controversy as there were large numbers of complaints that the beneficiaries were even from affluent families.
While reviving the scheme, the state government had already scrapped almost a similar Savitri Bai Phule Balika Shiksha Madad Yojana of Mayawati government, which was launched on January 15, 2009 in which apart from cash of Rs 15000 there was a provision of bicycle also.
In order to implement it properly a six-member committee headed by district magistrate would be constituted to select the beneficiaries. The committee would also include two principals of colleges.
The colleges would forward the applications to district inspector of schools with the certificate that the applicant had passed intermediate of equivalent examination. The money would be transferred to account of the beneficiary.
Significantly, UP Lokayukta, which has been investigating into sensitive cases of bungling in Mayawati’s memorials and park worth Rs 5000 crore, has been taken out of purview of the RTI.
The Urdu-Arabi-Farsi University was set up during Mayawati regime. However a row had erupted over its naming after BSP ideologue Kanshi Ram. The Muslim community had made representation to the Samajwadi Party government to change the name.
The Cabinet has also given nod to the implementation of centrally sponsored national optical fibre network (NOFN) scheme for broadband connectivity with all the panchayats in the state. The scheme fully funded by the central government would be implemented in the state with in next two years.

The centre had earmarked Rs 20,000 crore for the project for all panchayats in the country. The project would facilitate implementation of various e-governance initiatives such as e-education, e-health, e-commerce, and e-entertainment to reach out to the rural masses.
