UP: ‘36% people live in kuccha houses’

Despite several government housing schemes for the economically weak persons, around 36% of the state population still lives in hutments or kuccha houses, says the figures of annual health survey, conducted along with 2011 census.
The survey further reveals that 42% of rural area residents and 88% of urban area residents in the state live in pucca houses while rest of the population is forced to live in unsafe surroundings, where criminals and diseases are on the prowl.
Asserting that pucca houses are directly related with the safety, security and health of an individual, social scientists say the number of people living without a proper shelter is startling given the fact that schemes such as Rajiv Gandhi Awas Yojana, Kanshiram Awas Yojana and Indira Awas Yojana are there for years.
“A small girl sleeping on roadside was kidnapped, raped and murdered recently in Lucknow. If she would have been living in a pucca house, she would not have met the same fate,” said noted social activist Sukhpreet Kaur of Seva Sankalp.
“If in a city like Lucknow rapes are so common, one can think of situation in the remote villages,” said an official of Oxfam. Officials maintain 60% of the poor people who were allotted houses have sold it under the influence of poverty and social evils like consuming alcohol habit.
“They sell these houses to others for a meagre amount and start living in hutment again,” he claims. In Lucknow, rural and urban area mixed 71.3% residents live in pucca houses. But when we talk about urban Lucknow, 91.2 % residents live in pucca houses.
Nagar Swasthya Adhikari Dr PK Srivastava says, “Maximum cases of diarrohea, cholera, malaria come from these hutments. The infant mortality rate in these areas is much higher than other places. Besides most of the social evils like gambling, thefts, also take place in these areas. ”
