Seven years after the formation of the Advance Locality Management (ALM) in the city, the Brihanmumbai Municipal Corporation (BMC) has set the ball rolling to deregister 209 ALMs over their non-performance.
An ALM is a recognised group of residents formed to improve citizen participation on civic issues such waste management.
The BMC has found that 191 ALMs were inactive in the waste management sector while performance of the rest was unsatisfactory. In March last year, 719 ALMs across the city were asked to enforce segregation of dry and wet garbage in their localities, after the Bombay high court pulled up the BMC for poor management of the city’s solid waste.
As per the new circular issued by the municipal commissioner under the Solid Waste management Rules, 2016, ALMs that have not done any significant job in the past one year will be deregistered immediately and the process for appointing new ALM will be undertaken.
All the 24 wards in the city have been asked to reach out to all the registered ALMs to involve them in improving the level of segregation. ALMs were asked to comply with the order by October 16. When the deadline ended, the BMC found that 456 ALMs across the city were functional. Of them, 265 were managing waste. “Of the 265, we have found that work of 145 ALMs was up to standards, while 102 were ineffective but we have given them time to improve. We will deregister ALMs for their non-performance,” said Vijay Balamwar, deputy municipal commissioner, solid waste management department.
