The Bombay high court on Friday directed the Deonar police to register an FIR on the basis of allegations of sexual abuse of inmates and the unhygienic conditions prevailing at the state-run shelter home at Mankhurd.
The division bench of chief justice Mohit Shah and justice Nitin Jamdar also asked additional superintendent of police Rashmi Karandikar to personally relocate 20 of the inmates of Navjeevan Sudhar Griha to a private shelter home, Shradhanand Mahilashram in Matunga.
The court directed that the inmates be examined by a doctor from a state-run hospital to see if they had suffered any physical abuse at the shelter home.
The court had earlier directed former magistrate and sitting family court judge Swati Chauhan to monitor functioning of all state-run shelter homes across Maharashtra, including the one at Mankhurd.
A court-appointed three-member committee had submitted its report to the court stating 66% of the inmates were found to be severely depressed and a similar number displayed suicidal tendencies. One woman had committed suicide in March 2012.
The court was hearing suo-motu proceedings based on an email sent by activist Purnima Upadhyay. She had sent the email after a city newspaper carried an interview by one of the escaped inmates alleging that a group of armed men used to barge into the shelter at night, pick up girls randomly and rape them. The crime branch probe found no substance in the allegation.
