Three members of the management of Kendriya Vihar Society in Sector 48 have been booked for allegedly brutally beating up a stray dog earlier this week after a city-based non-governmental organisation Books and Buns organised a protest over the issue on Saturday. Umesh, a plumber, has been named as the fourth accused.
Brijesh Kaushal, BP Soni, VK Bansal and Umesh (the plumber) have been named in the first information report (FIR) registered at the Sector 49 police station.
Three of the accused were also arrested under Section 428 (period of detention undergone by the accused to be set off against the sentence of imprisonment) of the Code of Criminal Procedure (CrPC) and under the Prevention of Cruelty to Animals Act.
They were later released on bail.
Members of the Society for the Prevention of Cruelty to Animals (SPCA) and People for Animals (PFA) were also amongst the protesters on Saturday.
“Some people thrashed a stray dog within the premises of the society and hung him upside down from a tree, before bundling the animal in a car and throwing it at a far-off place. The video of the brutality has been put online. The dog had not harmed anyone and the violence was unjustified,” a member of the NGO said.
RRS Rathore, president of the Senior Citizens Welfare Forum, Sector 48, and also the former president of Kendriya Vihar Society, said, “The members of the NGO do not seem to value human beings. They should realise that the dog was disturbing all members of the society. Brijesh Kaushal, a teacher at Kendriya Vidyalaya School, had been bitten by the dog.”
