The Punjab and Haryana high court has asked the Union ministry of human resource development (MHRD) to find out a way to retain the 1,358 Inclusive Education Volunteers (IEV) in service in Punjab.
The volunteers, recruited by the state government through village-level committees during 2008-2009, are now facing threat of disengagement, in view of the direction issued by the MHRD to the state government.
The petition was filed by Vikas Sahni and others seeking direction to the MHRD and the state to continue them in service.
The state government had argued that although at the time of deployment, these IEVs were not having requisite technical qualifications, they were imparted various trainings during their employment. They were performing their duties in a satisfactory manner towards the children with special needs.
As per their counsel, HC Arora, the volunteers have so far enrolled around one lakh such children in regular classes.
The Centre had told the court that they were not having the requisite qualification of a foundation course or caregiver course at the time of recruitment, nor they were possessing those certificate courses at present, so they could not be expected to prove to be efficient IEVs.
Now, the bench of justice Daya Chaudhary has directed the Centre to state whether some way out could be found to retain these IEVs. The bench also directed the state government to release salaries to these teachers regularly.
