A lawyer on Wednesday filed a public interest litigation (PIL) in the Punjab and Haryana high court, seeking action against some cops posted at a Jalandhar police station for allegedly beating up some minors in police custody.
The petitioner, RS Dhull, informed the court that the video of policemen beating up three minors had gone viral on social networking sites and some newspapers had also carried reports about the incident, and sought judicial probe into the incident.
The court was also told that a letter was written to the director general of police (DGP), Punjab, seeking action against the police officials involved, but no action had been taken so far.
The petitioner said he came across the news item on August 5, wherein merciless beating and abuse of children by some policemen was shown. The video is of beating by Jhilmil Singh, who is at present chowki in-charge of the civil hospital, Jalandhar, the petitioner said, adding that custodial torture was an illegal act and was condemned by various courts across the country.
While posting the matter for further hearing on September 8, the high court bench comprising justice Hemant Gupta and justice Shekhar Dhawan has directed the petitioner lawyer to produce the video and transcript of the video on the next date of hearing.

ASI suspended for beating up three boys
The city police on Wednesday suspended assistant sub-inspector (ASI) Jhilmil Singh on the charges of beating up three minors at the civil hospital police post. Singh was shifted to police line on August 5.
As per information, the video shows the police post in-charge first removing the clothes of the trio and then hitting them. The incident seems to have taken place in winter as the policeman is seen wearing woollens. The police have initiated an investigation against the erring police post in-charge.
