Iranian Foreign Minister Abbas Araghchi is framing the U.S.–Israel attacks on Iran as both a national tragedy and a fundamental assault on the international legal order, citing the February 28 strike that killed Iran’s Supreme Leader and 168 people at a school in Minab, accusing Washington of violating the Islamabad Memorandum of Understanding by hitting civilian infrastructure and re‑imposing a naval blockade in the Strait of Hormuz, and tying those actions to wider “impunity” for Israeli operations in Lebanon and Gaza while presenting Iran as committed to diplomacy, collective security, and deeper economic and connectivity cooperation through the Shanghai Cooperation Organisation.
