Fatah senior official Munir al-Jaghoub admitted that the U.S. Gaza plan introduced by the Trump administration has “many shortcomings,” saying it benefits Palestinians only “30%,” but could still serve as a step toward a political process. Speaking from Hebron, he insisted the Palestinian Authority cannot be marginalized, noting its control over passports, crossings, and supplies. Al-Jaghoub blamed Israeli restrictions and withheld funds for hindering reforms and said any future security arrangement must include Palestinian police. At the UN, China and Russia abstained from the 13-0 vote, warning the plan lacks clarity, weakens Palestinian sovereignty, and offers no timeline toward a Palestinian state.
