The Kremlin reaffirmed that Russia will not break the international ban on nuclear tests unless the United States or another country does so first. Kremlin spokesman Dmitry Peskov said Moscow remains fully committed to the Comprehensive Nuclear-Test-Ban Treaty, stressing that President Vladimir Putin has not ordered tests but merely instructed officials to assess their necessity.
